Clarifying Label Filters in Our Current System

Right now I see the filter on labels - but it’s not clear what this means. Is this only include those with those filters or exclude those with those filters. I think it would make more sense if it was in the drop down where you could choose labels as you choose “From”, “To”, “Cc” etc.
