Issues with Agent Builder: Modification Problems Explained

Hello! Is there an issue with Agent Builder today? I have used it to create an initial agent but it will not make modifications to it even though it says that it is. This has happened with two agents I have been working on thus far. Or is the option to use Agent Builder to update agents no longer available?
