Access Issues with Agent Builder: Need Assistance for New Agent

Good Morning! I have an agent that I asked Agent Builder to build but it keeps saying it lacks access to "the graph". I gave it a screen shot of another agent it built for reference to what I am seeking from it for my new agent but it keeps stating it does not have access to the tools to make the changes.
