OpenPhone SMS Rate Limit and Credit Issues: Need Assistance

Hi I have an agent that uses Openphone / quo to send sms and I am getting a rate limit exceeded and not enough credits. I checked our openphone account and it just refreshed, should have enough credits. Can anybody help?
