Configuring Global Environmental Secrets for Agent Builder Flows

Is there a way to configure environmental secrets that can be used globally? So, it is not hardcoded in each flow? Agent Builder seems to think so, but I can't find "Secrets" in Settings (or in Docs). Also, my trigger is relying on some of these hardcoded values. While I can configure variables for later steps (scoped to the existing flow), I can't do it before the trigger. Is there a solution?
