Are Downstream Actions in Flows Linked to Previous Action Results?

I am not sure the best place to ask this question but outside manually using the ContextAction, can we assume the results and information from prior actions are available to all other downstream actions? Like in a 4 action flow, is the result of action 1 available in action 4?
